HDB dog owner here. For a standard flat, only ONE dog is allowed and it must be from HDB's approved list of smaller breeds, think toy poodle, Shih Tzu, Maltese, Jack Russell, that size range, and it should be licensed with the authorities. The approved list has around 60-plus breeds, all on the smaller side. For medium and larger dogs, Project ADORE is the route: it lets you adopt a local mixed-breed rescue up to a certain size and shoulder height into an HDB flat, with conditions like microchipping, sterilisation and a proper leash-and-muzzle rule in common areas. If you want a big dog and don't qualify for ADORE, HDB is genuinely not the place. Check the current approved breed list and ADORE criteria before you fall in love with a specific dog, adopting first and asking later ends in heartbreak.

Went the Project ADORE route and adopted a local Singapore Special. Best decision. The process involves an approved welfare group, home checks and the conditions the other reply mentioned, but the dog is amazing and it's an HDB-legal way to get a medium rescue. Please consider adoption over buying, shelters here are overflowing with lovely mixed breeds.

Don't forget the actual costs. Licensing, vet bills, grooming for the fluffy breeds, boarding when you travel, it adds up to a real monthly commitment on top of the breed rules. A dog is a 12 to 15 year responsibility. Make sure the flat rules AND your budget and lifestyle all line up before adopting.

Beyond the breed rules, think about barking and neighbours. HDB corridors are close quarters, a yappy small dog can trigger complaints just as much as a big quiet one. Whatever you get, invest in training early. My neighbour got a warning after repeated noise complaints, so approved breed isn't the only hurdle, being a considerate owner is.
