A resale HDB flat is one bought from an existing owner on the open market rather than directly from HDB. Prices are negotiated between buyer and seller, guided by recent transaction values, and buyers can usually move in much faster than waiting for a BTO. Buyers must meet eligibility rules, may qualify for CPF housing grants, and the flat must have its valuation and paperwork done through HDB's resale process. The seller must have met the minimum occupation period before selling. Grants, eligibility and the resale procedure are subject to the latest rules.
