Build-To-Order is HDB's main way of selling new flats. HDB launches projects in sales exercises, and flats are built once enough buyers commit, so waiting times can run several years. Buyers apply during a launch, are given a ballot queue number, and select a unit based on that number if invited. BTO flats are sold at subsidised prices to eligible citizens, often first-timer couples, and come with conditions such as income ceilings and a minimum occupation period.
