Adopting a cat in an HDB flat, is it allowed now and what to prepare?

Heard HDB is finally allowing cats under a new framework. Living in a HDB flat and want to adopt from a shelter. Is it really allowed now, and what do I need to prepare responsibly?

HDB moved towards allowing cats under a proper cat ownership framework, with requirements like licensing/registration and responsible ownership rules, a big shift from the old outright ban. Please check the latest official HDB and AVS (Animal and Veterinary Service) requirements before adopting, because the exact registration steps and any transition timelines matter and get updated. To adopt responsibly: one, adopt from a shelter or the SPCA rather than buying, plenty of lovely cats need homes here. Two, cat-proof your flat, this is CRITICAL because HDB flats are high-rise, mesh ALL your windows and any gaps, cats fall from height and it is heartbreaking and common, this is non-negotiable. Three, sterilise and microchip, it is responsible and often part of the requirements. Four, budget for the real costs: quality food, litter, vet bills including emergencies, easily a meaningful monthly sum plus surprise vet costs. Five, cats live 15-plus years, it is a long commitment. If you mesh your windows, register properly, and adopt, you will be a great cat parent. They are wonderful HDB companions.

The single most important thing for HDB cat ownership: MESH YOUR WINDOWS AND GRILLES. High-rise syndrome is real, cats chase birds and fall. Every responsible cat owner I know invests in proper meshing first thing. Do this before the cat even comes home. It literally saves lives. Everything else is secondary to keeping them from falling.

Adopt, don't shop. Shelters and community cat fosterers have so many cats needing homes, often already sterilised, vaccinated and microchipped, which saves you money and helps reduce strays. The fosterers also tell you the cat's temperament so you get a good match. Please check the current registration rules too since the framework is new and evolving.
